Nurlan Askarovich Nogaev has been named the new Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Turkmenistan, replacing Askar Tazhibayev, who was relieved of his post by another presidential decree.
Nogaev was born on July 30, 1967, in Kandyagash, Mugalzhar district, Aktobe region. His career includes serving as the executive director of JSC National Company KazMunayGas from February to August 2006, and as director of the oil industry department at the Ministry of Energy and Mineral Resources of Kazakhstan starting in August 2006.
In September 2007, Nogaev became the deputy akim of the West Kazakhstan region, focusing on economics, finance, and the oil and gas sector. On January 20, 2012, he was appointed akim of the West Kazakhstan region, and from 2016 to 2019, he served as the akim of the Atyrau region. He held the position of Minister of Energy from December 18, 2019, to September 7, 2021.
On September 7, 2021, Nogaev was appointed akim of the Mangistau region by presidential decree, a position he held until May 16, 2024. Nurdaulet Kilybay has been appointed as the new akim of the Mangistau region.
