Kazakhstan Launches Pilot Project: Foreigners Can Obtain ID Numbers at Embassies

Foreigners will be able to obtain an Individual Identification Number (IIN) at Kazakhstani embassies abroad, as part of a pilot project set to run until December 31, 2024.

A joint order signed by the Ministry of Foreign Affairs of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, and the ICRIAP outlines the implementation of the pilot project for the provision of the public service “Formation of an individual identification number for foreign citizens through foreign institutions of the Republic of Kazakhstan.”

Under this project, the Ministry of Internal Affairs of Kazakhstan will provide public services to foreign citizens through foreign institutions of the Republic of Kazakhstan, acting as organizations that accept applications. The period for providing these services is one working day.

To receive government services, foreigners must personally apply to a foreign institution of Kazakhstan and submit an application form along with a copy of their identity document (valid foreign passport), or any additional documents as required.

The consul at the foreign institution verifies the documents and fills out an application for the formation of an IIN in the Information System of Public Service Centers (IIS PSC). The application is then submitted for execution to the Migration Police Information System (IS MP), where the IIN is generated. Once generated, the consul prints out the registration certificate and issues it to the applicant.

The order also specifies that the consul holds personal responsibility for confirming applications and safeguarding the confidentiality of information obtained during the provision of public services.

Furthermore, the order includes a list of 96 foreign institutions of the Republic of Kazakhstan where the pilot project will be implemented.

This order will come into effect on April 13, 2024.
