Government Advances Digital Projects in Key Sectors
Prime Minister Olzhas Bektenov held a working meeting to discuss the implementation of digital technologies in education, healthcare, taxation, and customs administration. The initiative aligns with directives from the Head of State’s Address and aims to enhance public service delivery and financial efficiency.
The meeting highlighted successful pilot projects like voucher financing for preschools and the Social Wallet initiative, which are transforming social services:
- Voucher Financing System:
This system empowers parents to choose kindergartens while ensuring funding follows the child rather than the institution. In Taraz, over 23,000 children aged two and above, previously on multi-year waiting lists, have secured places. Nineteen additional kindergartens have been included in state funding, saving 600 million tenge in just two months. Similarly, in Turkestan, 740 vouchers issued reduced kindergarten waiting lists nearly to zero. Positive results were also reported in Shymkent. - Social Wallet Project:
Currently implemented in 726 state pharmacies and 215 schools, this platform streamlines services such as free meals for children and prescription processing. Over 947,000 prescriptions have been issued digitally, and plans are in place to expand its use to distribute sports and creative activity vouchers and recreation camp funding by 2025.
Digitizing Healthcare and Medicines
The Prime Minister reviewed the progress of medicine labeling, which now involves over 5,500 entities. Automated systems track 88.5 million labeled medicines from production to sale. Bektenov emphasized the need for stricter control to prevent unmarked medicines in circulation and instructed regional leaders to integrate schools with Social Wallet technologies.
Digital Advancements in Finance and Administration
- Online Budget Monitoring:
The Ministry of Finance has implemented a system to automate tracking and analysis of state budget execution, replacing manual checks. More than 150 million payments have been processed, with over 4 billion tenge recovered from improper expenditures. - Tapsyru Service:
This platform creates a unified registry of unused state property, streamlining asset transfers and saving budget funds. Currently, 721 participants and over 313,000 assets are registered. - Unified Personal Account for Entrepreneurs:
Set to launch in 2025, this portal will consolidate business-related government services, reduce data duplication, and simplify interactions between entrepreneurs and government agencies.

Prime Minister Bektenov stressed the importance of digital solutions in combating the shadow economy, improving tax and customs systems, and ensuring efficient budget utilization. He directed responsible agencies to expedite the full-scale implementation of these initiatives.
