
Guided by the President’s 2025 Address, “Kazakhstan in the Era of Artificial Intelligence: Current Tasks and Solutions Through Digital Transformation,” the government is reinforcing investment support mechanisms, expanding investment agreements, and introducing the Fast Track “green corridor” and the National Digital Investment Platform.
Between 2021 and August 2026, 66 investment agreements totaling over 17.8 trillion tenge were signed. The portfolio of KAZAKH INVEST includes 215 projects worth $78.6 billion that are set to create over 88,000 jobs, with 93 projects ($32.2 billion) already underway and 122 ($46.4 billion) under development. Gross Foreign Direct Investment (FDI): In 2025, gross FDI inflows reached $20.5 billion (a 14.4% increase), with a 47.4% surge in manufacturing ($1.4 billion) and significant capital coming from the UAE ($1.6 billion), Qatar ($1.3 billion), and Singapore ($1.4 billion).

Astana International Financial Centre (AIFC): As of July 2026, the AIFC has attracted $26.3 billion in investments and registered over 6,000 companies from more than 90 countries.

Pharmaceutical Sector: In January 2026, four agreements worth 173 billion tenge were approved to localize 356 drug items, featuring projects by AltINFARM (58.5 billion tenge), Nobel Almaty Pharmaceutical Factory (39.2 billion tenge), Abdi Ibrahim Global Pharm (39 billion tenge), and MSP-ROMPHARM (36.7 billion tenge). Additional expansions include Nobel/Polpharma’s Chimpharm in Shymkent (39.5 billion tenge), Karaganda Pharmaceutical Complex (42.5 billion tenge), and Steppe Pharmaceuticals in the Alatau SEZ (32.5 billion tenge).

Agricultural Deep Processing: Key processing ventures feature Dalian Hesheng Holdings’ $739 million wheat processing complex, Fufeng Group’s $340 million corn processing plant in the Zhambyl region (slated for launch in September 2026), and Tiryaki Agro’s $320 million integrated agricultural complex.

International FMCG & Food Processing: Global brands are making major investments, including Mars ($160 million pet food plant in Alatau), PepsiCo ($368 million snack plant in the Almaty region creating 900 jobs), and Carlsberg Group ($344 million beverage plant in the Almaty region).

Digital Infrastructure (“Data Center Valley”): In Ekibastuz, a 1,400-hectare Data Center Valley is being developed near Ekibastuz HPP-1 with an estimated investment of $30 billion. In June 2026, a $10 billion package of agreements was signed with Firebird (investor) and NVIDIA (technology partner) to develop AI and digital infrastructure powered from 300 MW up to 1 GW.

Coal Chemistry & Processing: In the Karaganda region, a modern metallurgical coke plant with a capacity of 1 million tons per year is being built with a 63.6 billion tenge investment to create 500 jobs.
