Kazakhstan to Update Beef Export Requirements

The Ministry of Agriculture of Kazakhstan has drafted an order to amend the regulations governing the export of beef from the country. The document is currently available on the “Open legal acts” portal for public discussion until March 19.

Key Structural Changes:

  • Threshold Reduction: For feedlots with integrated meat processing facilities, the export threshold will be lowered to 500 head of cattle.

  • Third-Party Processing: Feedlots with up to 5,000 head that lack their own processing plants will be permitted to export their products through other established meat processing enterprises.

Export Quotas and Capacities: Starting from December 31, 2025, a six-month quantitative restriction (quota) will be imposed on the export of fresh, chilled, and frozen beef to third countries and EAEU member states. The total export quota is set at 20,000 tons.

Individual quotas will be allocated based on the feedlot’s capacity as follows:

  • Up to 5,000 head: 1,000 tons

  • Up to 10,000 head: 2,000 tons

  • Up to 20,000 head: 4,000 tons

  • Up to 50,000 head: 10,000 tons

The ministry clarified that quotas will be granted to meat processing plants provided they use cattle sourced from their own feedlots. These measures are designed to provide strategic support to domestic commodity producers.
