Enhanced Avalanche Control Measures Implemented in Kazakhstan

Zhomart Askarov, Deputy Head of the Department for the Elimination of Emergency Situations at the Ministry of Emergency Situations of the Republic of Kazakhstan, outlined the measures taken to prevent potential hazards during a briefing at the Central Communications Service.

Since the commencement of the avalanche period, 27 spontaneous avalanches, involving a snow mass volume of 29 thousand cubic meters, have been recorded. In response, 52 preventive avalanches, totaling 75 thousand cubic meters of snow mass, were strategically carried out to safeguard the population.

To enhance safety, 108 warning boards have been strategically placed in high-risk areas. Ground surveys are routinely conducted, and information and warning boards are prominently displayed at vulnerable sites. In anticipation of potential avalanches, a rapid response team comprising 16 units with 115 personnel and 72 pieces of equipment has been prepared.

The Ministry of Emergency Situations has effectively managed 17 search and rescue operations during the current winter period. Notably, 14 tourists were successfully located, as they faced challenges navigating mountainous areas and were unable to independently determine their route home.

In light of these experiences, there is an ongoing consideration to amend the Law on Tourism Activities, with a focus on informing territorial divisions about the routes of tourists and tourist groups. Zhomart Askarov emphasized the Ministry’s comprehensive approach to preventing and addressing natural and man-made emergencies during the winter.

Furthermore, citizens are strongly advised not to disregard storm warnings and, in the event of deteriorating weather conditions, refrain from extended trips and hikes in mountainous regions. To ensure timely assistance, individuals in difficult situations are encouraged to contact emergency telephone numbers 112 or 101.
