Presidents of Kazakhstan and Azerbaijan made a joint statement

President of Kazakhstan Kassym-Jomart Tokayev met with President of Azerbaijan Ilham Aliyev, who arrived in Kazakhstan on an official visit.

the meeting held in a friendly and trusting atmosphere, two Leaders discussed on prospects for strengthening strategic partnership and alliance, expanding bilateral cooperation in all areas. Also both leaders exchanged views on topical issues of the regional and international agenda.

Emphasizing with satisfaction the positive dynamics of Kazakh-Azerbaijani relations, Kazakh Leader reaffirmed their commitment to the Treaty on strategic partnership and allied relations between the Republic of Kazakhstan and the Republic of Azerbaijan dated May 24, 2005, as well as the Declaration on strengthening strategic relations and deepening allied interaction between the Republic of Kazakhstan and Republic of Azerbaijan dated August 24, 2022.

The joint statemnet declare the following:

1. Relations between the Republic of Kazakhstan and the Republic of Azerbaijan (hereinafter referred to as the Parties), based on a common history, language, culture and traditions, close political, economic, cultural and humanitarian ties, meet the fundamental interests of the fraternal peoples of both states.

In this regard, the Parties will continue to develop and strengthen strategic partnership and allied relations based on firm support for each other’s sovereignty, independence and territorial integrity.

2. The Parties will closely cooperate in matters of strengthening peace, stability and security, and to this end, will assist in every possible way in promoting each other’s peace initiatives. The Parties will continue to coordinate actions within the framework of the United Nations and its specialized agencies, the Organization of Islamic Cooperation, the Organization of Turkic States, the Organization for Security and Cooperation in Europe, the Commonwealth of Independent States and other international and regional organizations of which they are members, and provide support each other.

3. The Parties will contribute to increasing the potential and the role and authority in the international arena of Organization of Turkic States. Also the parties will promote the initiative to transform the Conference on Interaction and Confidence-building Measures in Asia into a full-fledged international organization and the implementation of the initiatives which was announced by the Republic of Kazakhstan within the framework of the chairmanship of the Organization.

4. The Parties will exchange information and experience on issues related to biological safety.

5. In order to implement paragraph 7 of the Declaration on strengthening strategic relations and deepening allied interaction between the Republic of Kazakhstan and the Republic of Azerbaijan dated August 24, 2022, the heads of the two states approve the Regulations on the Supreme Interstate Council of the Republic of Kazakhstan and the Republic of Azerbaijan.

6. The Parties, emphasizing the importance of deepening mutually beneficial trade and economic cooperation between the two states, note with satisfaction the progressive growth of mutual trade.

In agreement with the effectiveness of the practice of holding meetings of the Kazakhstan-Azerbaijan intergovernmental commission on trade and economic cooperation; the Business Council will exchange trade missions, instruct the governments of the Parties to study new opportunities to strengthen trade and economic ties and create favorable conditions for the implementation of joint investment projects in various sectors of the economy.

In order to unlock the economic potential of both states, the parties will continue to promote the implementation of the Comprehensive Program for the Development of Cooperation between the Republic of Kazakhstan and the Republic of Azerbaijan for 2022-2026.

7. Within the framework of purposeful work on the reconstruction and restoration of the liberated territories of the Republic of Azerbaijan, The Azerbaijani side welcomes the interest shown by the Kazakh side and expresses its readiness to assist Kazakh partners and investors to take part in the implementation of infrastructure projects.

8. The Parties confirm the need to implement joint efforts aimed at protecting the Caspian Sea, in terms of mitigating the dynamics of the consequences of its shallowing, as well as protecting biodiversity.

9. The Parties also confirm that further interaction between the countries of the region in the effective solution of issues in the transport and transit sphere is in the common interest and is among the priorities of national transport strategies. The most part on this issue consists the Trans-Caspian Middle East-West Corridor (hereinafter referred to as the Middle Corridor).

In this regard, the Parties highly appreciate the adoption of the road map for the coordinated elimination of “Vulnerabilities” and development of the “Middle Corridor” for the years 2022-2027 at the ministerial meeting on Trans-Caspian interconnection held in Aktau on November 25, 2022. According to this document, it is necessary to ensure timely and high-quality implementation of activities.

10. The Parties support the implementation of the Digital Silk Way project and will assist in the speedy completion of work on the joint construction of fiber-optic communication lines on the bottom of the Caspian Sea connecting the Republic of Kazakhstan and the Republic of Azerbaijan.

11. The Parties note the importance of expanding cooperation in the field of digital development, including the use of electronic document management systems and electronic signatures.

12. The parties emphasize the importance of strengthening cooperation in the field of fuel and energy, including the field of transportation of energy resources. Expresses satisfaction with the start of delivery of Kazakhstani oil through the Baku-Tbilisi-Ceyhan pipeline and agrees with the need for further work on the agreement of terms for increasing the volume of delivery of Kazakhstani oil through the territory of the Republic of Azerbaijan.

13. The Parties agreed to consistently deepen ties in the fields of culture and art, education, science, tourism and sports, to promote contacts between public, youth and educational organizations, innovation centers, and the media.

The Parties, positively assessing the practice of exchanging creative teams in order to popularize the original cultures of the two peoples, express their readiness to hold “Kazakhstan Culture Days” in Azerbaijan in 2023, as well as “Azerbaijan Culture Days” in Kazakhstan.

The Parties noted that the negotiations held and the bilateral documents signed during the visit would further strengthen the friendly and allied relations between the Republic of Kazakhstan and the Republic of Azerbaijan.

President of the Republic of Azerbaijan Ilham Aliyev expressed gratitude to the President of the Republic of Kazakhstan Kassym-Jomart Tokayev and the people of Kazakhstan for their hospitality and, in order to further develop comprehensive cooperation, invited the Head of Kazakhstan to visit the Republic of Azerbaijan at a convenient time for him.

President of the Republic of Kazakhstan Kassym-Jomart Tokayev accepted the invitation with gratitude. The dates of the visit will be agreed through diplomatic channels.

This Joint Statement was signed in Astana on April 10, 2023 in the Kazakh and Azerbaijani languages.
