Over Half a Million Children Receive Vouchers for Preschools in Kazakhstan

As part of a presidential initiative, Kazakhstan has been gradually implementing a voucher-based funding system for preschool education since 2024.

According to the Ministry of Education, the system is currently operating in 20 cities and 7 districts across the country, aimed at improving accessibility, service quality, and transparency in early childhood education.

Nearly 4,700 preschool institutions are now connected to the system, and more than 500,000 children have already received access to kindergartens through vouchers. In major cities, waiting lists have been cut in half.

The system allows parents to freely choose kindergartens, fostering healthy competition between public and private providers.

A core principle of the program is “money follows the child”: funding is allocated only after parental confirmation of the child’s attendance, ensuring full transparency in financial distribution.

The nationwide transition to voucher funding is expected to be completed by the end of 2025.
