
According to Kazinform, the draft law has been put up for public discussion.
Current regulations require pregnant women to provide personal information when giving birth in hospitals. However, some women, unwilling to disclose their identity, opt for unsafe childbirth outside medical institutions, endangering both their own lives and their babies.
The bill introduces the concept of “anonymous birth.” Under the new law, expectant mothers will be able to seek medical assistance in state hospitals without providing identification. Instead, they will use an alias and a code word for record-keeping.
Between 2020 and February 2025, 101 cases of child abandonment were recorded, including:
- Mothers abandoning or fleeing the hospital after birth – 6 cases;
- Abandoned infants – 76 cases;
- Deceased newborns found in unsafe conditions – 19 cases.
The initiative aims to protect the health and lives of both mothers and newborns.
