Kyrgyzstan Strengthens Oversight of University Rectors Regarding Foreign Students

Kyrgyzstan has introduced new measures aimed at streamlining migration processes, with a focus on improving oversight related to foreign nationals. The decree, signed by the country's president.

Under the new regulations, the Kyrgyz government has been instructed to simplify procedures for processing documents that govern the stay and employment of foreign citizens in Kyrgyzstan. This will be done through the “Single Window” system. Additionally, the allocation of the national quota for hiring foreign labor will be revised, temporarily halting commission reviews related to external labor migration.

The decree also increases the personal responsibility of university rectors and other educational organization heads for foreign students who enter Kyrgyzstan with their institution’s visa support. Fines will be raised for those who fail to follow proper registration procedures for foreign citizens and stateless individuals, including timely updates to their residency status and ensuring their departure from the country when required.

These initiatives aim to enhance the country’s management and control of migration processes. They will initially be implemented on a pilot basis, and if successful, these regulations may be solidified into law.

Previously, there were reports of proposed amendments to Kyrgyzstan’s Criminal Code, which would increase penalties for crimes committed against foreign citizens, with a particular focus on protecting their health and property.
