Mirgul Temirbaeva, the initiator of the bill, highlighted that despite a presidential ban, unauthorized collection of money still occurs in educational institutions. The bill aims to protect the right to free education by preventing illegal fundraising practices, including the creation of unauthorized school funds.
If such violations are discovered, individuals will be held accountable under the Criminal Code. The proposed amendments would introduce Article 74-1, “Illegal Extortion in State Educational Organizations,” which imposes fines of up to 200 calculation indicators (approximately 20,000 soms or over 240 USD) for individuals. For violations involving unauthorized school funds, the fines increase to 400 calculation indicators for individuals and 600 calculation indicators (up to 60,000 soms or more than 710 USD) for organizations.
Additionally, other proposed legislation includes fines for parents who leave their children unattended while migrating for work and penalties for wearing face-covering clothing in public places, including large beards.
