Kyrgyzstan May Extend Arrest Period for Domestic Violence Offenders to 14 Days

Kyrgyz lawmakers are proposing to extend the administrative detention period for domestic violence offenders from 5 to 14 days.

The draft legislation was approved in its first reading by the Jogorku Kenesh’s Social Policy Committee, according to Kabar news agency.

The proposed changes would amend the Code of Administrative Offenses and the law “On Prevention and Protection from Domestic Violence.” First Deputy Justice Minister Zarylbek uulu Almazbek stated that the extension aims to strengthen the response to domestic abuse cases.

He explained that when domestic violence is reported, local police or patrol units assess the situation. If necessary, they issue a protective order that temporarily bans the perpetrator from approaching or living with the victim.

During discussions, MP Gulkan Moldobekova referenced a recent high-profile case in which a woman was shot dead by her husband after a school graduation event. The Interior Ministry confirmed that a criminal case for murder has been launched, the suspect is in custody, and the case will go to court.

Almazbek also emphasized the need to strengthen monitoring of protective orders, suggesting the use of electronic bracelets and mobile applications. The committee approved the draft law in its first reading.
