Kyrgyzstan Adopts Digital Code to Strengthen Tech Governance
Президент Кыргызской Республики Садыр Жапаров подписал Цифровой кодекс — первый системный нормативно-правовой акт страны в сфере цифровых технологий.

Kyrgyz President Sadyr Japarov has signed the country’s first comprehensive Digital Code, aiming to establish a robust legal framework for protecting citizens’ rights in the digital space and fostering the development of the digital economy, Kazinform reports.
The Digital Code is designed to:
- Define principles of legal regulation in the digital sphere;
- Outline state oversight and special regulatory regimes;
- Establish rules for interactions between digital actors;
- Set protocols for processing personal and digital data;
- Regulate digital services, telecom networks, and technological systems;
- Provide legal guidelines for artificial intelligence;
- Ensure continuity in digital relations.
The code is expected to boost Kyrgyzstan’s investment appeal and will come into force six months after its official publication.
