Kyrgyzstan Adopts Bill Mandating Cabinet to Implement Parliamentary Orders

Deputies of the Zhogorku Kenesh, the parliament of the Kyrgyz Republic, have adopted amendments to the constitutional law "On the Cabinet of Ministers of the Kyrgyz Republic" in the third reading, which obligates the cabinet to implement parliamentary orders.

According to the Kazinform agency, the bill’s initiator, Deputy Dastan Dzhumabekov, highlighted that while the executive branch at the level of ministries and departments ensures the implementation of Zhogorku Kenesh decisions, the cabinet of ministers was not previously required to do so. He pointed out a conflict in the law, as Article 13 of the constitutional law did not include provisions for the cabinet’s responsibility to execute Zhogorku Kenesh decisions.

With the passage of this bill, the cabinet of ministers will now be empowered, based on the instructions of the Zhogorku Kenesh, to issue resolutions and orders that must be executed throughout the Kyrgyz Republic. The cabinet will also be responsible for monitoring the implementation of these directives. Additionally, the bill proposes a deadline of no more than 15 days for providing an official opinion in agreement with the subject of the legislative initiative, particularly in cases where the cabinet extends the consideration period for draft laws.

It was also reported earlier that Kyrgyzstan intends to tighten the liability of government officials for failing to adhere to the procedure for handling citizens’ appeals.
