The Mazhilis (the lower house of the Kazakh Parliament) has endorsed the bill concerning the ratification of the Treaty on Allied Relations between the Republic of Kazakhstan and the Republic of Uzbekistan.
Signed in Tashkent on December 22, 2022, the Treaty aims to elevate the bilateral relations between Kazakhstan and Uzbekistan to a new level of cooperation. It seeks to foster mutual trust, equality, and consideration of national interests, while bolstering independence, sovereignty, territorial integrity, and sustainable economic development in both nations.
According to the Committee on International Affairs, Defense, and Security, the Agreement underscores the commitment of both parties to refrain from joining blocs or alliances and from engaging in actions against each other. Furthermore, it establishes the Supreme Interstate Council, chaired by the heads of state, to chart strategic directions for allied relations and address key issues of mutual concern.
The Treaty outlines cooperation in various domains, including foreign policy, defense, security, disarmament, peacebuilding, and countering transnational threats such as terrorism and organized crime. It emphasizes the peaceful settlement of regional conflicts in accordance with international law and upholding the central role of the United Nations.
Economically, the Agreement aims to deepen bilateral trade, investment, and economic activities, while fostering collaboration in transport, science, education, healthcare, culture, tourism, and information exchange. It also prioritizes environmental and food security, property rights protection, and rational use of transboundary water resources.
Disputes between the parties will be resolved through negotiations and consultations, as stipulated in Article 23 of the Treaty.
It is noteworthy that President Shavkat Mirziyoyev of Uzbekistan has already ratified the Treaty on Allied Relations with Kazakhstan.
