Kazakhstan Sets Quota for Foreign Workers at 0.23% of Workforce in 2024

the Ministry of Labor and Social Protection of the Population in the Republic of Kazakhstan has established the annual quota for attracting foreign labor in 2024. The quota is fixed at 0.23% of the total workforce in the country, equivalent to 22 thousand units, TuraNews.kz reports.

The 2024 quota is categorized as follows: 906 permits allocated for the first category, which includes managers and their deputies; 5,054 permits for the second category, encompassing heads of structural divisions. The majority of permits fall under the third (specialists) and fourth (skilled workers) categories, with 10,786 and 2,888 units, respectively. Additionally, up to 2,366 individuals can be employed for seasonal work.

Furthermore, the quota for attracting labor immigrants to work in households for the year 2024 is established at 3.1% in relation to the country’s labor force, totaling 271.3 thousand units.

It is noteworthy that in 2023, local executive bodies granted and renewed 14.5 thousand permits for employers to recruit foreign workers, constituting 78.5% of the redistributed quota of 18 thousand.

As of now, 13,183 foreign citizens are employed in Kazakhstan with permits obtained from local executive bodies.

In the preceding year, the quota for attracting labor immigrants to work in households was fixed at 305.8 thousand units, and local executive bodies issued a total of 295,261 permits.
