The State Revenue Committee has implemented several measures, including the introduction of an electronic queue system in 2023. This system has improved efficiency, transparency, and reduced corruption risks in transportation processes, with 891,000 bookings recorded to date. Additionally, the process for issuing foreign permit forms has been automated. These developments were shared by Gabit Orazov, Acting Deputy Chairman of the State Revenue Committee under the Ministry of Finance, during a briefing at the Central Communications Service.
“The electronic queue system laid the foundation for a pilot project that automates the issuance of foreign permit forms, developed in collaboration with the ministries of transport and digital development. The system has already been implemented at the borders with China and Uzbekistan. Full digitization with Uzbekistan has been completed, allowing the exchange of forms entirely electronically. At the Chinese border, the KARGO ALEM system facilitates electronic exchanges, although paper forms are still issued at the border,” Orazov stated.
The automation process at the China border is expected to be fully completed by the end of October. The exchange of forms has already increased nearly eightfold. In the first eight months of 2023, over 860,000 vehicles passed through automobile checkpoints at Kazakhstan’s borders with third countries, marking a 39% increase compared to previous periods. Additionally, customs duties have been collected on transit declarations, contributing 18.5 billion tenge to the national budget this year.
