Kazakhstan Approves New State Support Rules for the Creative Industry
Kazakhstan has approved new regulations governing state support and incentives for the creative industry, establishing a comprehensive and transparent framework for the sector’s development, the Ministry of Culture and Information reported.
The new rules cover the entire lifecycle of creative projects — from idea generation and pilot solutions to commercialization and entry into international markets. A key principle of the policy is the returnability of state funds, with an emphasis on financial sustainability and economic viability. Grant funding will be limited, while private investment is expected to play a central role.
The support mechanisms include financing and co-financing of creative and pilot projects, joint initiatives with private investors, export promotion of creative products, compensation for intellectual property registration and legal protection costs, support for participation in international creative competitions and events, as well as awards for achievements at the global level.
In addition to financial instruments, the framework introduces a wide range of non-financial measures. These include consulting, acceleration and educational programs, assistance in accessing international cultural and creative platforms, preferential access to facilities and equipment, development of digital services and online platforms, marketing and legal support, regional creative industry development strategies, inclusion-focused initiatives and targeted programs for specific subsectors.
Officials say the adoption of the rules lays the institutional foundation for transforming the creative industry into a full-fledged economic sector capable of generating added value, creating jobs and strengthening Kazakhstan’s export potential.
