Gymnasiums and Lyceums in Kyrgyzstan Face Transformation to Standard Schools Amidst Poor Student Performance

The Ministry of Education and Science in Kyrgyzstan has announced stringent measures to uphold educational standards, targeting gymnasium and lyceum schools. In the event of non-compliance with prescribed requirements and a low standard of student performance, these specialized institutions will undergo transformation into comprehensive schools, as revealed by the Ministry.

The initiative is rooted in the new Law of the Kyrgyz Republic “On Education,” which, unlike its predecessor in effect until August 2023, does not specify a list of educational organizations. As per Article 19 of the current law, the types of educational organizations are categorized and approved by the Cabinet of Ministers based on specific criteria.

To implement these changes, a draft resolution is currently in progress, aiming to introduce amendments to the standard regulations on general educational organizations of the Kyrgyz Republic. This set of modifications emphasizes the need for enhanced educational quality in gymnasium and lyceum schools, where teachers receive salary increments of 15% and 20%, respectively, for the school’s status and involvement in additional clubs.

Despite an annual allocation of 1 billion 13 million soms from the republican budget for supplementary payments to teachers, there remain concerns about schools with subpar education standards. In response, the Ministry plans to establish criteria and an independent evaluation system to assess the performance of these schools, thereby improving the overall quality of educational services.

In cases of persistent non-compliance with the stipulated requirements and insufficient student performance, the Ministry of Education and Science will implement the transformation of gymnasium and lyceum schools into comprehensive schools. This strategic move underscores the government’s commitment to raising the bar for educational excellence in the country.
