
Jamalbek Yrsyaliev, Deputy Mayor of Bishkek, was detained during a public meeting with residents of the Tunguch neighborhood, according to KABAR citing Kyrgyzstan’s State Committee for National Security (SCNS).
Authorities allege that Yrsyaliev abused his position to unlawfully appropriate and use a 1,500-square-meter municipal land plot without official approval. The area had housed four commercial structures and five children’s rides operating for nearly six years.
Investigators claim that since 2020, Yrsyaliev has overseen and supported these unauthorized businesses, allowing them to function without legal permits—causing considerable losses to the city budget due to missed rental payments.
Local residents had reportedly voiced dissatisfaction over the matter, which also obstructed a municipal plan to build a public park and children’s playground on the same land.
The illegal installations have now been dismantled, and playground construction has begun. The authorities confirm that damages totaling nearly 3 million soms have been repaid.
On July 16, Yrsyaliev and another individual involved in the case were taken into custody. An investigation is ongoing.
