Azerbaijani Citizen Suspected of Ties to Foreign Intelligence and Terror Plot Arrested
Azerbaijan’s State Security Service (DTX) has detained a citizen suspected of collaborating with foreign intelligence services and attempting to form a terrorist group.

According to the investigation, the suspect — identified as Muhammad Aliyev, also known by the alias Abu Malik — allegedly established contact with foreign intelligence operatives in September 2022. Acting on their instructions, he attempted to recruit individuals with radical religious views to create a sabotage-terrorist group abroad.
The DTX’s official statement claims that Aliyev tried to incite Azerbaijani citizens while abroad and sought to enlist them for foreign intelligence purposes. He also reportedly participated in persecuting those who refused to cooperate.
Authorities have opened a criminal case under several articles of Azerbaijani law. The investigation remains ongoing.
