Azerbaijan Proposes Underground Tunnel to Link Caspian and Black Seas
Azerbaijan has unveiled a bold proposal to connect the Caspian and Black Seas via an underground tunnel, aiming to address the alarming drop in Caspian Sea water levels and enhance transport connectivity among Turkic nations.

The project, initiated by ADOG and Zira International Port, envisions a 10-meter-wide tunnel stretching from the Black Sea (via Georgia or Russia) to the Caspian. According to ADOG director and engineer Musa Suleymanov, the water could naturally flow from the Black Sea into the Caspian thanks to gravity, without requiring pumps.
The tunnel is presented as a long-term solution to help restore the Caspian’s water balance, a critical concern for regional countries such as Kazakhstan. The company assures that the project would include full environmental monitoring and biodiversity safeguards.
ADOG has called for the proposal to be considered at the national level.
