Rules for Presidential and Parliamentary Elections Changed in Kyrgyzstan
President of Kyrgyzstan Sadyr Japarov has signed a constitutional law amending the legislation governing the elections of the President and deputies of the Jogorku Kenesh, Kabar reports.
The document establishes new timelines for holding elections and introduces a series of adjustments to the organization of the electoral process.
The constitutional law was adopted by the Jogorku Kenesh on June 24, 2026. The objective of the document is to improve the electoral legislation of the Kyrgyz Republic.
Under the law, regular presidential elections in Kyrgyzstan will now be held on the fourth Wednesday of January in the year the president’s term of office expires. Consequently, the next regular presidential election is scheduled for January 27, 2027.
Meanwhile, regular elections for deputies of the Jogorku Kenesh will be organized on a Wednesday during the month in which the constitutional term of the current convocation expires.
Additionally, election days for both presidential and parliamentary votes will be officially treated as non-working days. Citizens who work on these days will retain their full salary, as if for a regular workday.
Furthermore, several new requirements have been introduced. Specifically, the “electoral address” mechanism is abolished, and the number of voters per polling station should generally not exceed 4,000 people.
Presidential candidates and political parties nominating candidates must establish an election fund before submitting their documents. Electoral deposits can only be paid from this fund. In addition, candidates and parties are permitted to hire no more than three campaigners per polling station.
Another key innovation is that signature collection in support of candidates can now be conducted electronically using digital signatures or via traditional paper signature sheets.
The constitutional law entered into force on the day of its official publication.
