Kazakhstan to Grant Special Constitutional Status to Astana and Alatau City

The Government of Kazakhstan has unveiled new legislative initiatives designed to establish a unique legal framework for the nation’s capital, Astana, and the newly developing Alatau City. According to the official UKIMET channel, these bills are part of the broader implementation of the country’s constitutional reforms.

The proposed legislation introduces an “Accelerated Development Zone” status for Alatau City which aims to transform the area into a high-tech hub by implementing international standards, fostering digital asset ecosystems, and pioneering the use of autonomous (driverless) transportation.

For Astana, the new constitutional law focuses on refining urban management. The bill introduces specialized mechanisms to handle migration flows, optimize public transport networks, and modernize urban planning to improve the overall quality of life for residents.

Speaking at a recent cabinet meeting, Deputy Prime Minister and Minister of National Economy, Serik Zhumangarin, emphasized that the reforms are designed to stimulate foreign investment and enhance the efficiency of local governance.

“The Alatau bill includes special tax regimes and robust investment protection measures. For Astana, we are cementing management features that will ensure the capital’s sustainable growth”, Zhumangarin stated.

The Alatau City bill is scheduled for its second reading in Parliament on March 27, while the legislation regarding Astana’s status is expected to reach the Mazhilis (Lower House) by the end of April 2026.
