Kazakh Citizens Working Illegally in South Korea Urged to Leave Voluntarily

The Ministry of Labor and Social Protection of the Population of Kazakhstan has addressed Kazakh citizens currently working illegally in the Republic of Korea, reminding them that they may voluntarily leave the country without penalties or re entry bans until the end of February 2026.

According to the ministry, the extension of the voluntary departure program was agreed upon during negotiations between Kazakhstan’s Ministry of Labor and Social Protection and the Ministry of Justice of the Republic of Korea in 2025. The talks focused on reducing illegal migration and protecting the rights of Kazakh citizens abroad.

The measures are aimed at easing legal consequences and supporting those willing to regularize their status. The program does not apply to individuals who have committed criminal offenses, are subject to forced deportation, or entered illegal status after December 1, 2025.

To participate in the program, applicants must submit a passport, a voluntary departure application, and an airline ticket. A preliminary notification must be filed with South Korean immigration offices between 15 and 3 days prior to departure.

The ministry strongly urges Kazakh citizens to seek employment abroad only through legal channels in order to avoid risks associated with illegal migration, including deportation, fines, restrictions on rights, and potential labor exploitation.

Only official and verified employment channels should be used, such as licensed private employment agencies, state programs, and formal job offers. The ministry emphasized that it will continue systematic efforts to protect the rights of Kazakh citizens working abroad.
