Kazakhstan Leads Central Asia in AI Readiness, Rising 16 Positions in Global Index

Kazakhstan has become the top country in Central Asia in terms of AI readiness, ranking 60th out of 195 countries in the Government AI Readiness Index 2025, published by Oxford Insights. The country improved its position by 16 places compared to last year, when it ranked 76th, according to the Ministry of Artificial Intelligence and Digital Development of Kazakhstan.

The index assesses governments’ ability to adopt and govern artificial intelligence across public administration, economic sectors, and society, while ensuring responsible, safe and sustainable AI development. It is the only global ranking focused entirely on the state’s role in AI governance.

Kazakhstan’s rise reflects strengthened institutional and technological capacity, as well as the country’s active integration of AI into the public sector.

One of the strongest indicators for Kazakhstan was its Public Sector Adoption score — 73.59 points — highlighting widespread implementation of digital solutions in public services, the maturity of e-government systems, and the shift towards proactive service delivery for citizens and businesses.

Kazakhstan also benefits from a robust digital and telecommunications infrastructure, enabling large-scale deployment of AI solutions nationwide. High internet penetration, advanced national digital platforms and a well-developed ecosystem of electronic public services create a favorable environment for AI expansion.

Oxford Insights additionally highlights Kazakhstan’s strong political commitment and administrative readiness in AI governance. Strategic planning documents, regulatory frameworks and sustained institutional focus allow the country to pursue a long-term and coordinated AI policy.

The 2025 edition of the index was compiled using an updated methodology, which evaluates governments not only as regulators, but also as active implementers of AI across the public sector and the economy. This makes Kazakhstan’s progress especially notable amid a rapidly evolving global AI landscape.

Looking ahead, further growth will depend on accelerating commercialization of AI solutions, developing a stronger private tech sector and startup ecosystem, and expanding business access to data and financing instruments.

Overall, the Government AI Readiness Index 2025 confirms that Kazakhstan is steadily advancing toward systematic adoption of artificial intelligence, supported by strong public institutions, advanced digital infrastructure and practical integration of AI in government services.
