The highest official title in Tatarstan will be the “Leader”, not the “President”.
With the constitutional amendment adopted by the Parliament of the Republic of Tatarstan which is a part of the Russian Federation, in the next elections the definition of the "Leader of the Republic of Tatarstan" will be used instead of the "President of Tatarstan".
In the Tatarstan Parliament (State Council), the draft constitutional amendment to change the title of “president” was discussed.
According to the amendment accepted by the majority of the deputies, the definition of the “Leader” will be used instead of the “President” for the title of the highest-level administrator governing Tatarstan, taking into account historical and national characteristics.

Albert Habibullin, Chairman of the State Construction and Local Self-Government Committee of the Tatarstan Parliament, stated that the legally elected President of Tatarstan, Rustam Minnikhanov, will maintain his title until new elections, “The title of Leader of the Republic of Tatarstan will be valid for the new highest-ranking official to be elected.” he said.
Habibullin reminded that the presidential elections in Tatarstan will be held in the autumn of 2025.
The Law abolishing the title of “President” in Tatarstan
in 2021, the Russian president signed a law prohibiting the heads of autonomous Russian regions from using the title of president, and Minnikhanov was the last one in Russia to use the title.
Since the fall of the Soviet Union in 1991, the head of the Republic of Tatarstan, a region in European Russia, was referred to as its president.
After the passing of the new law, which was criticized by Minnikhanov, Tatarstan was given until June 2022 to change the name of the role.
