Kazakhstan, Kyrgyzstan and Uzbekistan Agree on Parameters for Water and Energy Cooperation

A high-level meeting of water and energy authorities from Kazakhstan, Kyrgyzstan and Uzbekistan took place in Almaty under the chairmanship of Kazakhstan’s Minister of Energy Erlan Akkhenzhenov.

The participants, including ministers responsible for water resources, irrigation and energy — discussed coordination measures amid low water levels at the Toktogul Reservoir and addressed joint actions needed for the upcoming heating and irrigation seasons.

Kazakhstan and Uzbekistan reaffirmed their readiness to supply electricity to Kyrgyzstan during the autumn–winter period. This measure will enable Kyrgyzstan to reduce its electricity generation in winter and accumulate water, which will later be supplied to Kazakhstan and Uzbekistan during the irrigation period to support agricultural needs.

The parties also agreed to implement joint steps aimed at reducing consumption and improving energy efficiency across the region. Uzbekistan confirmed its readiness to provide technical conditions for transit and system balancing.

The meeting concluded with the signing of a trilateral protocol that formalizes the volumes of winter electricity deliveries and water accumulation for the 2026 irrigation season.
