Over 11,000 Ethnic Kazakhs Granted Kandas Status Since the Beginning of 2025

Since January 2025, more than 11,000 ethnic Kazakhs have received "Kandas" status — the official designation for compatriots returning to Kazakhstan.

According to the Ministry of Labor and Social Protection of the Population, in total, since 1991, 1,159,100 ethnic Kazakhs have repatriated to Kazakhstan. Of those who arrived this year, 45.7% came from Uzbekistan, 42.1% from China, 4.5% from Turkmenistan, 2.6% from Russia, 2.6% from Mongolia, and 2.5% from other countries.

As of October 1, 2025, kandas of working age make up 58.4%, minors account for 32.8%, and pensioners for 8.8%. Among the working-age kandas, 15.3% hold higher education degrees, 28.4% have vocational secondary education, 50.6% possess general secondary education, and 5.7% lack formal education. The new settlers have dispersed across various regions of Kazakhstan.

To support balanced regional development, kandas are encouraged to settle in labor-deficient regions, including Akmola, Abai, Kostanay, Pavlodar, Atyrau, as well as the Western, Eastern, and Northern Kazakhstan regions. The settlement quota for 2025 is 2,309 people, of whom 1,725 have already relocated as of October 1.

Kandas settling in these regions receive state support, including:

  • A one-time relocation subsidy of 70 MRP (275,200 KZT) for the head of household and each family member.
  • Monthly rental and utility allowances ranging from 15 to 30 MRP (59,000–118,000 KZT) for one year.

Since the beginning of the year, various forms of state assistance have been provided to 916 kandas, including 277 who have secured permanent employment.

Additionally, to improve the efficiency of voluntary relocation, the government has introduced institutional measures to support employers involved in resettlement to northern regions. A certificate of economic mobility has been implemented — a one-time, non-repayable grant covering up to 50% of housing costs or up to 4.56 million KZT per family — which can be used to purchase or build housing, or as a down payment for a mortgage.
