Kazakhstan to Host the World Congress on Inclusive Education

From October 15 to 17, 2025, Almaty will host one of the world’s most significant education events — the World Inclusion Congress (WIC 2025), according to the Ministry of Education of the Republic of Kazakhstan.

Inclusive education remains a key priority of Kazakhstan’s state policy. President Kassym-Jomart Tokayev places special emphasis on ensuring equal opportunities for all children, regardless of their physical, mental, or social characteristics.

The Law on Amendments to Legislation on Inclusive Education, adopted in 2021, became a milestone in guaranteeing every child’s right to quality education. It laid the foundation for creating accessible learning environments and special conditions at all levels of education.

Four years later, during the Bett Show in London, it was officially announced that Kazakhstan had been selected to host the first World Inclusion Congress – a recognition of the country’s growing international leadership in promoting inclusion and equal educational opportunities.

The event is organized with the support of the Ministry of Education of Kazakhstan and the Akimat of Almaty, initiated by IFIP (International Forums of Inclusion Practitioners, UK) and the HOPE Foundation (Help Others Pursue Education, Kazakhstan).

WIC 2025 will bring together leading global experts, educators, and innovators in inclusive education. The congress will focus on practical solutions and forward-thinking approaches – highlighting the implementation of inclusion in practice, a threefold interaction model combining pedagogical innovation, technological advancement, and corporate collaboration, as well as the use of AI and modern technologies in learning.

Over 1,200 delegates from 40 countries are expected to attend, including ministers, UN and UNESCO representatives, academic leaders, researchers, and EdTech companies. The participation of global corporate players will add strategic weight to the event, fostering investment and international cooperation opportunities in Kazakhstan.

A series of events will be held, including a round table on “Global Trends in Inclusive Education: Challenges and Solutions,” plenary sessions on international cooperation and policy innovation, and an innovation exhibition showcasing digital and accessibility technologies from both domestic and international companies.
