Kazakhstan May Fine Media Outlets for Lack of Kazakh-Language Broadcasting

Kazakhstan’s Ministry of Culture and Information has proposed administrative penalties for TV and radio outlets that fail to meet the requirement of airing at least 55% of weekly content in the Kazakh language.

According to the draft regulation is open for public discussion on the Ashyq NQA platform until July 10.

The proposal also includes penalties for exceeding the legal advertising limit — currently set at no more than 20% of total airtime — as well as fines for spreading unlawful content on online platforms, including social media and video hosting services.

The ministry emphasized that without legal updates, regulating the digital space is increasingly difficult. In 2024 alone, over 78,500 cases of illegal content were detected on Kazakh platforms, but only 24.3% were removed.
