According to the document, unauthorized launching of pyrotechnic products, as well as the creation of objects that contribute to the mass accumulation of birds, will entail a fine of 3,000 to 10,000 manats (US$1,800-5,900), depending on the status of the offender (individual, legal entity or official).
Currently, the total fine for these violations is only 50 manats (US$30).
For interference with the activities of the standing commission for the investigation of aviation accidents and incidents, a fine of 1,000 to 10,000 manats (US$590-5,900) is provided.
A new fine is being introduced for violating the requirements for aviation personnel. For hiring individuals without a proper document (certificate, identity card and license) to work in civil aviation, violators will be fined from 3,000 to 20,000 manats (US$1,800-11,700).
It is proposed to impose a fine of 4,000 manats (US$2,300) on crews and dispatchers for failing to ensure that they undergo appropriate training (exercises and medical examinations). For legal entities, this amount will be 30,000 manats (US$17,600).
