Azerbaijani Diplomats May Be Required to Take an Oath

Azerbaijan is considering a new draft law titled "On Diplomatic Service," which introduces significant changes to the rules and restrictions for diplomatic personnel.

Under the proposed legislation, diplomats will face new prohibitions, including:

  • Membership in political parties or involvement in their activities, as well as participation in religious organizations;
  • Holding additional paid positions, unless temporarily transferred under labor legislation;
  • Engaging in teaching activities without prior approval from the head of their diplomatic mission;
  • Acting as representatives for third parties in dealings with state institutions or local government bodies;
  • Applying for foreign citizenship or residency rights abroad, except when required for official accreditation;
  • Undertaking foreign-funded business trips or participating in events organized by foreign entities.

Oath-Taking Ceremony for Diplomats

A notable addition is the mandatory oath-taking ceremony for citizens entering permanent diplomatic service for the first time. This move underscores the importance of commitment and loyalty in diplomatic roles.

The law also sets age-related service limits, allowing extensions for diplomats over 65 for up to five years, but only once. Furthermore, diplomats will be required to inform authorities in advance if they plan to marry a foreign national.

Proponents of the bill believe these measures will enhance the effectiveness of Azerbaijan’s foreign policy and better safeguard national interests on the global stage.
