Bishkek Declaration Signed Following 11th Summit of Turkic State Leaders

The Organization of Turkic States (OTS) concluded its 11th Summit of Heads of State with the signing of the Bishkek Declaration, which includes 16 agreements and protocols aimed at strengthening cooperation among Turkic nations.

The summit, held under the theme “Strengthening the Turkic World: Economic Integration, Sustainable Development, Digital Future, and Security for All,” took place at the Intimak Ordo presidential palace. Secretary General Kubanchbek Omuraliev expressed gratitude to Kyrgyz President Sadyr Japarov, the Kyrgyz government, and the people of Kyrgyzstan for their exceptional organization and hospitality, as well as to the member and observer nations for their unity and shared vision.

Omuraliev announced the successful conclusion of Kazakhstan’s chairmanship under the theme “Turkic Era,” with Kyrgyzstan now assuming leadership. The declaration, signed by heads of state, foreign ministers, and other officials, includes several significant initiatives. Among them are the adoption of a new OTS flag and plans for an informal summit to be held in Hungary in 2025.

Key elements of the Bishkek Declaration include:

  • Civil Protection Mechanism: Establishing a framework for disaster and crisis response among member states.
  • Turkic Green Financial Council: Launching a council to advance green finance initiatives across Turkic states.
  • Turkic Red Crescent Network: Creating a network among Red Crescent Associations to support humanitarian efforts.
  • Digital Capital Status for Bishkek: Naming Bishkek as the digital capital of the Turkic world for 2025.
  • Council of Central Banks: Establishing a council to foster collaboration on financial and economic policies.
  • Space Cooperation: A memorandum of understanding was signed for cooperation in space activities.
  • Broad Language Model: Development of a linguistic model aimed at preserving and promoting Turkic languages.

The declaration’s adoption signals a strengthened commitment to digital advancement, sustainable development, and cross-border cooperation, marking a new era of collaboration within the Turkic world.
