Kyrgyzstan Proposes Fines for Slander and Insults in Media and Online

A bill proposing fines for slander and insults in the media and online has been submitted to Kyrgyzstan's parliament. Developed by the Cabinet of Ministers, this bill aims to introduce tougher penalties for such offenses.

The bill’s developers have noted a rise in cases of insults and humiliation spread through the media and social networks in Kyrgyzstan.

Currently, the country’s civil legislation is not adequately addressing these issues, particularly when it comes to the dissemination of false information in the media and online platforms. These insults and defamatory statements can lead to increased conflicts, worsen interpersonal relations, and threaten social stability.

The proposed amendments to the law include fines for both individuals and legal entities:

  • Insult: This refers to the intentional humiliation of a person’s honor and dignity, expressed in an indecent manner through the media, on websites, or social media pages. Individuals found guilty of insults may face a fine of 1,000 calculated indicators (100,000 soms), while legal entities may be fined 2,000 calculated indicators (200,000 soms).
  • Slander: This involves spreading false information that damages a person’s honor, dignity, or reputation through the media or online platforms. Individuals guilty of slander may also face fines of 1,000 calculated indicators (100,000 soms), and legal entities may be fined 2,000 calculated indicators (200,000 soms).

This bill reflects Kyrgyzstan’s effort to strengthen its legal framework to curb harmful online behavior and ensure the protection of individuals’ reputations.
