President Tokayev Receives Commissioner for Children’s Rights Dinara Zakieva

President Kassym-Jomart Tokayev met with Dinara Zakieva, the Commissioner for Children's Rights, to discuss the year's progress in protecting children's rights and ensuring their safety.

President Tokayev highlighted that recent legislative changes have bolstered the protection of women and children and enhanced measures to prevent domestic violence. Penalties for all forms of violence against children have been tightened, with significant contributions from the Commissioner for Children’s Rights and the civil sector.

Dinara Zakieva reported ongoing efforts to implement these legislative norms practically. Key initiatives include the operation of the Unified Contact Center “111”, the introduction of the KiVa anti-bullying program in schools, and safety lessons starting from September 2024. Training for employees of children’s medical and social institutions has commenced, and discussions are underway to strengthen guardianship and trusteeship authorities.

Furthermore, in collaboration with the Samruk Kazyna National Welfare Fund, the Kazakhstan Khalkyna, and Kamkorlyk funds, six autism centers and eleven regional rehabilitation centers have been established.

President Tokayev stressed the importance of increasing legal literacy and fostering the principle of “Law and Order” among schoolchildren. He referred to his previous instructions from a National Kurultai meeting in Turkestan, where he mandated the development of a Unified Education Program. This program aims to instill human and national values, develop children’s creative potential, and enhance their independence and creative thinking. He instructed the Commissioner to ensure the coordinated efforts of teachers and parents in implementing this program.

The meeting also covered issues of housing for orphans and children without parental care and the development of infrastructure for children in rural areas. President Tokayev concluded by emphasizing the need for comprehensive measures to prevent suicidal tendencies among children and adolescents and to keep child injury and accident prevention under special scrutiny.
