Kazakhstan, Uzbekistan, and Kyrgyzstan Sign Agreement on Kambarata Hydroelectric Power Station Project

The agreement was signed during the International Energy Investment Forum of Kyrgyzstan, held in Vienna, Austria, on June 10-11. Organized by the Kyrgyz government with support from the World Bank, the forum focused on significant energy projects, including Kambarata HPP-1.

Kazakhstan’s Energy Minister Almasadam Satkaliev, Kyrgyzstan’s Energy Minister Taalaibek Ibraev, and Uzbekistan’s Energy Minister Dzhurabek Mirzamakhmudov signed the agreement during a special session dedicated to the project. The document outlines the foundational principles for the construction and operation of Kambarata HPP-1, setting the stage for a future intergovernmental agreement.

Key provisions include the establishment of a joint-stock company in Kyrgyzstan, with equity participation distributed as follows: 34% for Kyrgyzstan, 33% for Kazakhstan, and 33% for Uzbekistan. The agreement also ensures the guaranteed purchase of generated electricity by the participating states.

In addition to signing the agreement, Kazakhstan’s Energy Minister Almasadam Satkaliev held several meetings at the forum to attract investors for energy projects in Kazakhstan. He met with the President of the Association of Industrialists of Austria, representatives of Siemens Austria, Gas Connect Austria, and others.

Satkaliev also engaged with representatives of the International Finance Corporation (IFC), part of the World Bank group, emphasizing Kazakhstan’s openness to new strategic energy initiatives and readiness for mutually beneficial cooperation.
