Kazakhstan Streamlines Cargo Transport Procedures with Uzbekistan
In a bid to streamline the process of obtaining Uzbek permit forms, the Ministry of Transport of the Republic of Kazakhstan has announced the development of a draft joint order by the Ministers of Transport, Finance, and Digital Development, Innovation, and Aerospace Industry.
According to reports from the Ministry of Transport, the proposed pilot project aims to simplify the issuance of permits for cargo transportation between Kazakhstan and Uzbekistan. Under this initiative, electronic permits of the “to/from third countries” type will be issued at designated checkpoints including Atameken, B. Konysbaeva, Kazygurt, Kaplanbek, and Tazhen, starting from April 2024.
Applications for electronic permits for domestic carriers will be processed by the territorial bodies of the State Revenue Committee of the Ministry of Finance through the automated electronic queue system CarGoRuqsat. To be eligible, carriers must fulfill specific criteria including registration in the electronic queue system, possession of vehicle documents, admission certificates with or without the use of a foreign permit, access cards for vehicles with or without the use of a foreign permit, and payment of relevant fees to the Republic of Kazakhstan’s budget.
This streamlined mechanism aims to facilitate legitimate carriers in their cargo transportation operations with Uzbekistan while curbing speculation and unauthorized transfer of permit forms.
Domestic carriers entering Uzbekistan through Kazakhstan’s territory will receive Uzbek permits electronically at the checkpoints. For carriers entering Uzbekistan without transiting through Kazakhstan, Uzbek permits can be obtained through the e-government portal, adhering to the regulations outlined in the Rules for the application of the permitting system for international road transport in Kazakhstan.
The draft order has been subject to agreement with relevant government agencies as of the current stage.
