Kazakhstan Introduces Robot Bailiff: Pilot Project Simplifies Enforcement Proceedings
The Ministry of Justice in the Republic of Kazakhstan, in collaboration with the Republican Chamber of ChSI, has initiated a groundbreaking pilot project to streamline enforcement procedures in the city of Taraz.
Under the previous system, citizens faced up to a 25% fine for delayed payments, but the new robot bailiff handles this process free of charge, marking a significant cost-saving measure for residents, estimated at around 2 billion tenge.
The algorithm involves several stages:
The Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office sends a collection order for an administrative offense fine after 50 days of non-payment.
The robot issues an SMS notification, allowing a 5-day window for voluntary repayment.
In the absence of timely payment, the system proceeds to submit a writ of execution for forced enforcement of the PSI.
Timely payment results in the termination of enforcement proceedings, eliminating unnecessary costs.
With successful implementation, the plan is to expand the project to cover the entire Republic of Kazakhstan.
