The Government of the Republic of Kazakhstan has officially sanctioned the General Development Plan for the city of Astana until 2035. Prime Minister Alikhan Smailov endorsed the plan, outlining specific measures for the ongoing enhancement of social, housing, communal services, as well as transport and energy infrastructure in the capital, TuraNews.kz reports.
Commissioned by Head of State Kassym-Jomart Tokayev, Astana’s primary urban planning document underwent thorough public discussions. The plan is designed to facilitate the city’s rapid progress, considering the dynamic population growth. With the current population standing at approximately 1.2 million, projections estimate it will reach 2.3 million by 2035.
Key components of the plan encompass the construction of 164 schools, 178 kindergartens, and 93 healthcare institutions. Additionally, by 2029, 15 modern school facilities will be erected. Funding for these initiatives is sourced from the local budget and private investments.
The plan targets an increase in Astana’s housing stock to 68.2 million square meters, with the road network length per 1,000 kilometers set to reach 2.5 thousand kilometers. Alternative public transport options will be developed, including the construction of five major bridges to alleviate congestion, particularly in the Yesil area.
Addressing water consumption, plans include the construction of Pumping and Filtration Station No. 4 with a capacity of 210 thousand cubic meters per day, connected to the Irtysh-Karaganda canal. Additionally, the Telmana pumping station will be expanded to accommodate technical water supply, with a production capacity of up to 160 thousand cubic meters per day.
In the realm of heat and electricity, the second stage of CHPP-3, four new gas thermal stations, and the expansion of CHPP-2 are on the agenda. Furthermore, 14 110/10 kV substations will be commissioned.
To tackle gas supply challenges, existing automated gas distribution stations AGDS-1 and AGDS-2 will witness capacity increases, while AGDS-3 will be constructed, connecting to the Saryarka main gas pipeline along a new branch spanning over 71 thousand kilometers.
Simultaneously, the development of Astana’s Green Belt, which received an additional 2,700 hectares last year, will continue. Efforts will be made to enhance public and courtyard spaces.
The total investment for the General Plan’s implementation until 2025 is estimated at 6.3 trillion tenge, with private investments of about 4.3 trillion tenge allocated for housing construction and 700 billion tenge for infrastructure projects.
