The Russian State Duma has passed in the third and final reading the law on electronic subpoenas and a unified register of persons liable for military service.
Under the bill, the electronic subpoenas will have the same effect as subpoenas sent by registered mail and notices through the employer. The electronic summons will be considered delivered from the moment it is posted in the personal account on the State Services.
The bill also provides for the introduction of “provisional measures” for deviants – those not on the agenda within 20 days from the date specified by the military registration and enlistment office. In the case of non-appearance on the time at registration office, then “evaders” will be banned from driving vehicles, selling and buying real estate, as well as obtaining loans.
Restrictions will be lifted automatically by decision of the Military Commissioner within 24 hours of appearance on summons or provision of information on a valid reason for non-appearance.
The adopted package of amendments also envisages the establishment of a unified register of persons subject to military service.
